No save file at shutdown bugfix

I think that I've nailed another long-time bug.

There have been reports on the forum, going back a long way, that someone booted up for the first time, after a USB or HD frugal install, but at shutdown Puppy did not ask if the user wanted to create a "pupsave" file to save the session.

Well, today I got the same bug, so I tracked it down in the 'init' script. Worked it out theoretically, so haven't actually confirmed the fix yet.

Well you have been busy during the satelite down time. Thank you. I was one of those who reported the problem quite a while back. Glad you could pinpoit the problem.
