ibiblio.org maintenance fixed

I have been communicating with one of the guys at ibiblio.org. They have moved all of the 'puppylinux' and 'quirky' distribution files to a new site. There was a problem for us maintainers, as all the directories and files had been set to owned by root, which meant that we could upload new files but couldn't change any of the existing files.

This is now fixed. The ownership and group of all files has been set correctly. This affects the Lucid developers such as playdayz and 01micko, as well as myself with Quirky and Wary.
