BaCon internationalisation fix

I reported recently about a new BaCon PET, version 1.0.21:

One new feature is internationalisation support, however a bug was reported, and fixed:

I have placed the fixed 'hug.bac' into /usr/share/BaCon/ in the package bacon-1.0.21.pet and re-uploaded it (no change of package name).
