Locale names changed from .utf8 to .UTF-8

I have decided to accept shinobar's suggestion that UTF-8 locale names should be named with .UTF-8 postfix not .utf8, for example en_US.UTF-8.

In Woof, scripts that refer to UTF-8 are /etc/profile, /etc/rc.d/rc.country, /usr/local/bin/drive_all, /usr/sbin/chooselocale, pmount.
However, only chooselocale needed to be modified.

Note that shinobar has developed an enhanced CountryWizard, that involves locale setting. This is not in Woof, but his PET is in his Quickset Wary and I think it has been included in Luci. CountryWizard info:

Barry, I just uploaded Moo (my build system) and the first Calf GNU/Linux alpha. I noticed you were (well, maybe) interested in Moo, it's my latest post in http://www.iguleder.info. It's still incomplete, but it works and I'm on it now. Very fast and seems to work well, but something about the combination of GCC and glibc is broken and many apps that use libglade segfault, as in Puppy and pretty much any distro ... that's galculator and Osmo.
