PPM: install from local bug

A bug had crept in, if you had earlier downloaded the packages that you wished to now install, in the PPM you can choose 'LOCAL DIRECTORY' instead of a URL, and the PPM will install the locally-available packages. But, the PPM, specifically the script 'downloadpkgs.sh', was misreporting that the packages are missing. Fixed.
