I am posting this from the Perenjori Telecentre, but I only come in here occasionally.

Note, I have sent off my application to Skymesh, a satellite Internet provider. The company that I was temporarily with, Reachnet, was unsatisfactory. Actually, it turns out very well, as Skymesh offer more bang for the buck -- I get 2G download + 2G offpeak per month, for just $39.95 per month (after which it drops to dialup speed). The speed is 512/256, which is reasonable also.
Skymesh also offer VOIP telephone service for an extra $15 per month, but as they state in their FAQ sheet, there is a latency of one second. They state that they have optimisations to minimise that delay, but I really don't see how they can get around the fundamental problem of the latency -- it makes talking with someone a very frustrating experience!

I've no idea if the concept would work in woof, but recently have had good experience with using the Xdelta patch method to create updated iso from a previous pup version (if the author provided a delta patch) rather than download the latest iso in full (which takes several hours over dialup). Might help to get testers on dialup on the more recent versions (my last was upup-461) if xdelta could be applied?
