welcome1stboot placement tweaked

I have tweaked the geometry and placement of the "welcome 1st boot" window to suit small screens. In particular, Sage reported the window slightly underneath the tray for a 800x600 screen.

Some taskbar icons does not appear until the welcome1stboot finished.
