shutdownconfig: minimum size of save-file

Jemimah and Karl Godt observed a problem at first shutdown. It is possible to choose the size of the save-file smaller than the size required to save all the files created in the session.

Karl Godt created a patch for /usr/sbin/shutdownconfig to fix that:

More precautions
I have implemented a couple precautions from shinobar and Karl Godt:

shinobar: prevent killing rc.shutdown at shutdown.
Karl Godt: test that save-file mounted rw at 1st shutdown.

floppy
While on first shutdown, can we eliminate probing for floppy drives? Does so even if the drive isn't present. just the controller, a long delay occurs while waiting for probing of the drives while Puppy is looking for a non-existant floppy drive.
