report-video internationalised

Woof has a script /usr/sbin/report-video, that is a simple commandline-only utility to give a basic report on the video hardware. I have now internationalised that script.

Please note that Tazoc and don570 have scripts of the same name (also in /usr/sbin), that are similar but different.
For example, don570 has a script that started out as my script but added reporting of many more things:

I upgraded report-video again. It's now similar to
Tazoc's sys-info

report-video pet package

I made a pet package and pot file
so users can install it in old puppy distros

or translate it for the language packages.
