de and fr langpacks updated

I posted about improving YouTubeDL and aborting SeaMonkey startup if no Internet in container. This has required updating the 'easy-containers.mo' and 'youtubedl.mo' translation files, and I have done so for the French and German language-packs.

The langpack PETs are now dated 20190725, and will be in the next release of the French and German specific builds of easyOS.
