German translation improvements

I have put those into the langpack, also fixed translations in /usr/sbin/delayedrun and have updated the de langpack.

When booting the de ISO, the initial menu has some "??" characters in place of the actual characters. These missing characters are UTF-8. I have fixed this by replacing these accented characters with the same non-accented asci character.

Also when boot the de ISO, there is a warning on the desktop about running in RAM and limited storage. That was not translated, now it is -- that happens in the 'delayedrun' script.
