Small VOIP for Puppy

I have wanted to put a VOIP GUI app in the base Puppy live-CD but they are so big.

A note for those thinking of using gtkdialog, learn to use it by trying the examples at /usr/share/doc/gtkdialog/examples -- this is available when the 'devx' file is loaded. There is also a /usr/share/doc/gtkdialog3.txt -- though in 4.1alpha2 I moved all gtkdialog3 docs into /usr/share/doc/gtkdialog3/.
