(SP1) puppyinputdetect utility

Jesse has refined his 'puppyserialdetect' utility, removed the modem probing and named it 'puppyinputdetect'. I have put this into 4.1.1 and have also kept puppyserialetect in case anyone wants it. They are both very small (11K and 6K).
