GUI tool to create package database entry

I have written a little GUI utility, named 'petspec', to make it easy to create an entry for the new package database system. If you have compiled a package and want to upload it to a Puppy PET repository, we need a one-line database entry for it.

This utility is now called from the 'dir2pet' script. Bolted on a bit awkwardly for now.
