Sync console and Xorg keyboard layout

I recently announced an improvement in this area. I had put code into /usr/sbin/xwin to synchronize the console and Xorg keyboard layouts.

I have now moved that code to /usr/sbin/input-wizard.

The reason is, it is not really desirable to automatically change any user customisation of xorg.conf every time X is started.
