Upgrade for modem scripts

Rerwin has improved detection of modems, in particular for support of concurrency when loading modules and firmware. Below are the files I have updated. Note that a couple of the scripts are considerably different from those rerwin worked with, so I have patched those manually (changes commented with "100228"):

I have updated /etc/rc.d/rc.services, /etc/rc.d/rc.sysinit, /etc/rc.d/MODULESCONFIG, /sbin/pup_event_backend_modprobe, /sbin/pup_event_backend_modprobe_protect.
modem_fix_pack_to_431-4.pet
/etc/modules.conf, /etc/usb_modeswitch.conf, /etc/udev/rules.d/50-*, 51-* (I have 51-hso.rules, don't know if that is supposed to still be there), /lib/modules/all-firmware/cdcacm.tar.gz, dgcmodem.tar.gz, hcfpcimodem.tar.gz, hsfmodem.tar.gz, ipwireless.tar.gz, ipw.tar.gz, motomodem.tar.gz, nozomi.tar.gz, option.tar.gz, sierra.tar.gz, slmodem.tar.gz, /usr/sbin/modemprobe_erase, pmodemdiag, poptionmodprobe.sh, pusb_modeswitch.sh
