Network Wizard patch

Not my SNS, this is the big brother Wizard, sometimes referred to as Dougal's Network Wizard.

It took me awhile to get around to doing this, but I have applied the patch, and the PET is now net_setup-20101020.pet. I will upload it soon and it will automatically be used in all Woof builds.
