UTF8 is off again

I have turned it off again. There are too many issues, and I am focusing on essential bug fixes in the runup to Wary 5.0-final.
Apart from other problems mentioned previously, the 'dialog' application does not work properly with UTF8. This can probably be fixed.
Turning UTF8 default on or off is now very easy. For Woof developers: just change the entry in /etc/profile, in my case from "LANG=en_US.utf8" to "LANG=en_US". At first boot, the 'chooselocale' utility now picks up whether LANG has UTF8 on or off and uses that as the default setting.
