mtPaint 3.49.27 compiled

I reported about 3.49.25 compiled:

This is in EasyOS and EasyPup 2.2.16, also in Quirky 8.8.1.

Puppy Forum member tom22251 reminded me that it doesn't work with jpeg files. yes, tiff also is broken. There was a missing header for jpeg and missing libtiff.so, now fixed and have compiled 3.49.27.

mtPaint 3.49.27 will be in the next release of Easy.
