JWM version 2.4.0 compiled

JWM, Joe's Window Manager, has been in the pups since the very early days. JWM is not just a window manager, it also manages one or more trays and one or more menus.

Since sometime in 2020 I have JWM version "1685" in EasyOS, which is a release candidate for version 2.4.0. Actually, 1685 was tagged in 2018, so 2.4.0 has been awhile arriving, but has landed on November 7, 2021:

...the release prior to that was version 2.3.7, on July 22, 2017.

Looking at the commits, there has been a lot of activity through 2020 and 2021. Great that JWM continues to be an active project.

The main motivation to bump JWM to latest version, is have been looking at revising the desktop UI.
