Global IP TV Panel updated

ETP has updated TV Panel to version 2023MK1, see forum post:

I have updated the PET in the EasyOS noarch repository. Added some translations to the 'tvpanel.desktop' file:

I also changed Categories from "X-Desktop" to "X-Multimedia". I think understand the reasoning for the former choice, and the Desktop menu is less cluttered. But to me it seems more appropriate to be in the Multimedia menu category.
