Global IP TV Panel bumped to 2023MK3

Forum member ETP created this PET. Easy 5.0 has the "MK1" release, but ETP has recently released "MK3", see forum post:

I have bumped to the latest PET, which will be in Easy 5.1.1. Release of which is imminent.
