Tweaking Firefox preferences

First startup having two tabs showing the home.htm page, item-2, is
due to duplicate entries in 'policies.json' and 'prefs.js'. I have
removed the entry from policies.json, it is now:

I am wary about Firefox sending data to Mozilla. In
"about:preferences#privacy", there are a couple of checkboxes under
"Firefox data collection and use". I have un-ticked those, and added
some lines to the default prefs.js in the firefox-skeleton PET:

Users can turn it on if they want to, but I feel better with it defaulting to off.
